French Ambassador faces sexual misconduct allegations after reports involving 30 African women

The French Foreign Ministry has initiated disciplinary proceedings against Bruno Foucher, its ambassador to the Central African Republic. The move follows reports that a high volume of local women were frequently hosted at his official residence in Bangui.

According to investigations by the French magazine Le Canard Enchaîné, roughly 30 women between the ages of 20 and 30 visited the diplomat's home between early 2024 and March 2026. Security personnel reportedly became so worried about the nature of these visits that they reported the situation directly to Paris.

Security Breach and Cash Payments

Reports suggest that some of the visitors stayed overnight, sparking fears regarding diplomatic protocol and safety. While no criminal charges of sexual abuse have been filed, the Foreign Ministry confirmed that an internal review is looking into the reputational damage caused by these actions.

The ambassador has reportedly admitted to having sexual relationships with two of the women. Allegations also emerged regarding cash payments made to a nursing student, with claims that money was handed over in envelopes.

Geopolitical Fallout

This scandal surfaces at a sensitive time for French-African relations. The Central African Republic has been distancing itself from its former colonial ruler for years, officially cutting military ties when French troops exited in 2022.

President Faustin-Archange Touadéra has pivoted toward Moscow, welcoming Russian military support and economic deals through groups like Africa Corps. Officials in Paris now fear Foucher's conduct has further compromised French interests in a region where their influence is already fading.

The Inspectorate General concluded that the envoy's behavior resulted in "serious consequences for security and reputation." The diplomat now awaits the outcome of the formal disciplinary process as the ministry seeks to manage the fallout.
