Botswana's Foreign Minister Butale urges SADC to tackle migration root causes at Durban Summit

Botswana's Foreign Affairs Minister, Phenyo Butale, has delivered a pointed message to regional leaders during the SADC summit in Durban. He warned that migration issues in Southern Africa are a direct result of domestic economic failures that force people to leave their homes in search of survival.

Butale argued that moving across borders should be a voluntary life decision rather than a desperate escape from poverty. He suggested that until every member state improves its own economic performance, migration will continue to be viewed as a crisis instead of a regional opportunity.

Addressing the Root Causes

The minister emphasized that for the bloc to experience true shared wealth, individual nations must stabilize their own markets. He believes that a robust regional economy would naturally transform how labor moves between neighboring countries, making it a legitimate choice for workers.

During his address, Butale pushed for two major policy shifts: the liberalization of trade and the formalization of free movement for people. He maintained that these steps are the most effective ways to curb illegal border crossings and build a sustainable framework for the region.

Beyond Security Measures

The appeal follows recent protests in South Africa targeting undocumented migrants. Butale backed calls for the summit to prioritize this issue, describing it as a matter that requires immediate and high-level diplomatic intervention across the Southern African Development Community.

According to the minister, trade deals negotiated at the regional level must produce visible results for the average citizen. He warned that if these policies remain on paper without improving daily lives, economic desperation will keep driving people across borders regardless of how much security is deployed.

His stance echoes previous sentiments shared by former South African officials regarding the structural failures of neighboring countries. By focusing on domestic conditions, Butale joins a growing chorus of voices demanding that leaders take responsibility for the push factors driving their citizens abroad.
