NPA to unconditionally withdraw charges against General Dumisani Khumalo and six co-accused
The National Prosecuting Authority has officially withdrawn all charges against Lieutenant-General Dumisani Khumalo and six high-ranking police officers.

The legal cloud hanging over South Africa's Crime Intelligence leadership has cleared after the National Prosecuting Authority (NPA) decided to unconditionally withdraw its criminal case. Lieutenant-General Dumisani Khumalo and his six co-accused no longer face prosecution for alleged fraud and corruption.
The group of senior officials included high-ranking figures such as Major-General Nosipho Madondo, Major-General Philani Lushaba, and Brigadier Dineo Mokwele. The case had initially cast a shadow over the upper echelons of the South African Police Service's intelligence wing.
Recruitment Allegations Collapsed
At the heart of the investigation were claims that the group had manipulated recruitment protocols to benefit Brigadier Mokwele. Prosecutors previously alleged that Mokwele was a civilian who lacked the necessary qualifications for a senior role within the Technical Support Services.
The State's original argument suggested that the senior officers had bypassed standard procedures to secure her appointment. However, the decision to drop the charges in their entirety marks a significant departure from the NPA's previous stance.
Internal Doubts Surface
Only last month, the NPA indicated it would only provisionally withdraw the charges while awaiting further evidence from the Investigating Directorate Against Corruption (IDAC). That position has now shifted to a full, unconditional withdrawal.
Advocate Joy Hlatywayo of the IDAC reportedly confirmed the move in internal communications. Hlatywayo had previously voiced concerns regarding whether the evidence against these senior officials was sufficient to proceed with a trial.
These internal warnings about the strength of the case were highlighted during the Madlanga Commission of Inquiry. The total withdrawal ensures that Khumalo and his fellow officers, including Major-General Josias Lekalaka and Brigadier Phindile Ncube, are cleared of the current charges.
